put your shoes in the shoes of the issuers or banks. Banks got to weigh up the cost of losing something they can otherwise make 10% interest per month ($100 on 10% monthly does add up quickly) vs taking on all the risk of default so Visa can take a cut (Visa assumes little to zero risk). Top it off with marketing/training etc.
Might be little effort to switch on the trial API. but to lose profits for it?
