I found this article in which it describes that the SRC plant can process both Bastnaesite and Monazite.
At present it looks like SRC is looking for a source of Monazite.
Perhaps they have already got a supplier of Bastnaesite feed stock? If so VML/SRC might be both waiting for the SRC plant to be constructed prior to any binding agreement taking place or being announced.
That's pure speculation on my part however.
