Biden wasn’t threatening China with force, he was affirming to defend Taiwan from force. There’s a difference between threatening with force (offensive tactic) vs affirming to defend from force (defensive tactic). The former would cause a war, the latter would encourage strategic restraint. Defence projects will require rare earths as one amongst other critical resources.
