Z Syed is not a director of VML. Previous directors for NWT Rare Earths were Avalon's CEO D Bubar (passed away in 2023) and GA (who is no longer part of VML management). As far as I know there has always been 1 director from Avalon and 1 from VML, due to the 50/50 ownership of Nechalacho. Cheetah (now Nechalacho Resources) purchased the upper portion of the Nechalacho mine some years ago, and Avalon are now focused on their Separation Rapids project, so I wouldn't read too much into the "changing of the guards".
I believe talks are taking place regarding possible Hay River rail line to Enterprise repairs. VML will be waiting for an answer, as previous ore was moved by barge from Nechalacho to Hay River rail.... this route would be part of VML's transport costings.
