I don't follow how US DoD would be offtake partner assuming they don't actually build/manufacture themselves; all manufacturing would be by letting of contracts to private companies who supply DoD?
Obviously doesn't discount that DoD will be spending money and throwing their support behind the companies who would be an offtake partner.
