I prefer VMY over PEN. I was a PEN holder but after i looked into their production issues i sold out and moved on.
VMY is obviously behind PEN in terms of who's closer to production, BUT, keep in mind its the development companies who can experience the better ROI%. VMY is a cheap and easy open pit mining model at their flagship site, PEN's production has technical issues that are definitely not resolved yet and may never be!
I guess time will tell which company does better in this bull market, my bets are on VMY.
