I would think one area would be Chinese state owned companies as it will lock up future supply for their plans, but only once the last permit is acquired as it de-risks the project. With management not taking the offer seriously and their statement that seven parties have contacted them with intrest tells me that that the offer from DYL will not be the last and it could come from anywhere.
