No, as I understand it, the number of new shares you can subscribe for, is determined by the number of rights you own.
Rights can be obtained by the following methods:
1. You held shares in Vocus prior to the trading halt, in which case you get the number of shares you owned and divide by 8.9. That is how many rights you will have been allocated.

2. You can buy the rights on the market.
