My answer is simple: It'll be voted in when the wording of the Constitutional Amendment allays all reasonably held fears as to its consequences, AND when the Prime Minister stops treating the electorate as fools in his continuing downplaying of how the Voice will permanently change the way Australia is going to be governed.
"Shame on you, Mr Prime Minister" (which will be the call from all those who'll soon realise he has set back ATSI reconciliation by decades, and for the bitterness and division that will inevitably result).
