It all depends on the pecking order and level of intelligence. The aboriginals lacking in those areas drive old heaps whilst the ones who have the power and understanding of the system are creaming it at the expense of the others. Go to any community especially the ones with NIAA offices and you will see the flash Land Cruisers and other flash modern vehicles. The system is being rorted by those in the know whilst the others languish. Broome in WA is a very good example with probably around a dozen new Land Cruisers parked outside the NIAA backed office.
