    It was going to be in the Constitution so would not be able to be "abolished" unlike ATSIC being abolished, and with bipartisan support.

    Labor could have Legislated the Voice day one, but they knew it would end up like ATSIC where many urban aboriginal elites increased their wealth, some quite substantially.

    They only fooled about 40% of the population.
