membership usually dominated by a few family groups -
getting bloated on Gov Grants often in $millions - mostly Fed (checkout the Grant Connect www site https://www.grants.gov.au)
Try a few Keyword searches for indig names around your region -
most regions have "Yaddahyaddah Heath Service" for example -

My impression listening to Albo at Garma is that this process of shovelling Fed taxpayer $'s into ATSO orgs is snowballing as I write -

there is even a Button labelled - "Start a Corporation"
Remember how in 2016/17 the Productivity Commission found that ~$33.4Bill PA was spent by Govs on ATSI people in 2015/16 - approx twice per capita that was spent on the rest of population.
Allowing for depreciation in value of dollar that is prob ~$50B now and counting - I doubt we will ever see the true total under a Green/Labor Gov.
