SS, my read is that Macquarie ran a strategy of shorting the stock while accumulating to get to their substantial position. IMHO that's what has kept the price flat for ages. It seems they're locked and loaded now and we can see it run toward a dollar on current known info and we'll see it go above there on positive news and progress.
