So Volcker says things are pretty bad and because of that people believe that there's a conspiracy to deliberately engineer the outcome! It reminds me of religion actually and the way people will believe things that cannot necessarily be proven, but if there is a certain fit with the evidence in front of them and in the absence of a better explanation... the explanation that is offered will be accepted, believed and fought for.
