Someone is capping this stock. They are trying to get as much 0.007 as they can. If the holders wanted to they could easily knock out the 0.008. Despite the volume surges there is always someone in control reloading @0.008 keeping just enough shares to hold it at 0.008. Isn't anyone else seeing this???
