Well true enough ... delays and more delays especially for "traders" are pretty deadly stuff for share price action. However, from what I understand, they have jumped many hurdles necessary to get in the ring to produce ... and that's more than most explorers ever achieve. So in reality, is the share price hesitation because there are delays, or because they're a dud stock with no prospects ... full stop?
Perhaps like you, traders have given up waiting and jumped ship ... Bit hard to believe $22m is all the whole shooting match is worth though.
