I think that is a dubious assumption to make and one that speaks against the integrity of the company. You're really implying that insider trading would be suggestive of success in Tunisia.
I think volume has little if anything to do with how the work is travelling it's really just how investors want to be weighted ahead of an uncertain outcome.
