Quite right, FSE via Sekoko, were approved as a potential supplier last year I believe, this is not an offtake agreement, just an acceptance that the coal quality is adequate for their uses. This is all that CCC have got.
You will probably find that Sekoko has been talking to washing plant and mining contractors for some time, otherwise they wouldnt have been granted the Mining permit.
