    I may be naive here but you would only pay VAT if you sold it in Mongolia to a Mongolian. You don't pay VAT on export. Same as GST here I guess.

    Also the import duty in China would be the responsibility of the importer into China ? All coal would have the same tax so this price is irrelevent.
