If you believe that there is illegal activity going on then report it to ASIC. They invite reporting and tip-offs. The link is here (ASIC Link). It's pretty simple and easy. Shareholders in small companies where there is a belief that directors are doing the wrong thing often make a tip-off - thats how a lot of things are uncovered by ASIC.
