because depression isn't a life threatening illness in the same class as cancer or MND. its seen as curable in the sense of "growing out of it". and true to the prognosis, most people learn to adapt to their depression and continue to live modestly well.
the most extreme cases of depression though can have life-threatening symptoms of suicidal ideation and total loss of functioning due to the debilitating severity of the depression. I would argue in favour of some depressed people qualifying for VAD - good job I'm not in the position of having to decide.
