I think psi181 is on the money. My guess is that as Gulp has done their money on the drill they are reluctant to comply with their agreement to hand over the back costs of $7.5mm USD and have cooked up some dodgey pretext to try and justify retaining the funds. From the outset I was uncomfortable that they had retained these funds pending the outcome of the well.
