How much of vote is insto weighted? if heavy then likely retail has no show.
I see on a2m that most shares are held by instos so nothing changes despite ceo doing a terrible job (+50% price drop since entered 2020 and poor handling of cash).
They might be happy with status quo, keep the shorts strong so money flowing and pay under the table to management to do just that.
