There is an assumption that the refinery will not happen in the current timeframe but no concrete evidence saying thats the case, but the window is certainly getting smaller and decisions need to be made as they will.
Well if you are wrong you have 3 more years of this. We all see the train coming and yelling get out of the way, while you calmly sit there and say, I think it'll be ok, they will probably get out of the way.
