Not sure thats right we have a pre existing Carbonate Plant that was already operating and producing bags of Carbonate as has been shown by @SplitFusion on his first visit...from the feedback given to Gt3loui, Split an the undisclosed Chinaman who all had the privilege to inspect it and if memory serves me correct Sylvain actually stated that it didnt need to much to get it back up and running maybe they can give the actual figures quoted but I thought it wasn't even close to the staggering figure of billions quoted, may pay to do some research or maybe others can help with the correct figures.
