There is no obligation for SYA to agree to produce any more than the Carbonatr plant requires, increasing production to 226,000tpa or beyond was about producing more revenue for the JV while waiting for a refinery to be built.
If you look at the PTS you will find concentrate production reduces back to 186,000tpa (if I remember correctly) after 4 years.
If PLL want that extra production for LOM they might need to play ball with getting the refinery up and running, the parties needing to both agree on things works both ways...
