There are many scenarios where this is not going to happen.
1) no wins , Pf walks
2) no wins, Pf decides to do it all over again
2) sometime before the vote ends, another offer, best or final offer comes,this is no guarantee of a yes vote
3) for a strange reason if resolution 1 is defeated, no more scheme
So you see, need is such a strong word and count me out of your virtual majority.
