    I guess it is an established practice. It speaks to the imbalance of power between individual shareholders, who are not allowed to unite as a body, and the combined resources of RAP and Pfizer. From many comments I am guessing (not an educated guess, just looking at numbers) they are targeting holders with less than around 200K shares.
