No it doesn't. I can count one one hand the number of times a shareholder revolt on a speccie company has succeeded. In these speccies, the shareholders with the voting power to make a difference are usually aligned with those benefiting from the placements. Those involved would have known about this placement already and would have potentially been the ones involved in the pump up to sell into. They then get to reload at a much lower price.
