They should be deploying cash at this stage. You can't be in cash at a time such as this if you are a govt fund. Those that are flying to the safety of cash are making the wrong decision in my honest opinion. This is the time people and more importantly the govt through the future fund should be buying. Uncertainty in the system has created fear and panic.

When confidence and risk tolerance returns valuations will rise quite rapidly. this is how one becomes wealthy.

Buy low sell high. It's a simple concept if you have the conviction to buy when things are uncertain.
