voting and funding ...a problem?

A problem that I understand is that ...when the Trossachs Park Committee vote again on the Cononish project...Has any one thought to ask...If the two voters that voted NO, now voted YES! but, a couple of the original YES voters now changed their minds and voted NO...we would be back to square one?

And this report, suggests we could have a problem raising the funds for the Loch Lomond Project...?
