This is largely true..studys done over decades in the US at least that I know of so will also apply everywhere across the 1st world is that it doesn't matter what the people want those in civic/public service/paychecks and politicians do whatever that want anyway.
I suspect that the only break in that chain may have been Trumps term..but in the end the civil service and political ideologues crushed him for it...next time possibly?
