The oil shale at Niobora is an unconventional and unproven but potentially high oil reserves and return. It is extremely technical and there is no sure thing of extracting the oil at an economical cost.
In contrast, the oil that Voyager and EMR have in the Bakken / Three Folks is proven, almost 90% certain of extracting oil and the no.1 place in the USA in terms of shale oil production.

shale oil is similar to the light sweet crude variety
oil shale is trapped in the rock and needs lot of heat (energy) and water to extract the oil - very expensive !
