Not great for the people of Serbia, but the global agenda has alternative fuel alternatives right up there. A certain cost for the Serbian country, but for the benefit of the world. They're signed onto the Paris agreement, i'm not sure they can deny the world access to such an important resource. Maybe some negotiation is needed, but i can't see this being stonewalled for long..
