If you read the notice corectly the holder has not 'sold out', he has ceased to be a substantial shareholder meaning his interest has fallen below 5%. He has sold about 200,000 shares but that is all. In this type of market it is not uncommon for 'substantial shareholders' to reduce their exposure to equity markets even though they are bullish on the stock they hold.
