It's fairly clear I'm sure. Get the other 30M and they can start to draw down on the grant, keeping in mind this needs to be completed and operational for 2 years. To do that they need to offer something and that something is most likely equity in the subsidiary VSPC (think that's what the bee was on about). So further issue of shares (Lind comes to mind almost immediately) and further dilution while they buy time with paperwork and red tape. Thing is like all things LIT when does it become an "earner" i.e. cash in the bank.
