No Tesla "plant" (to be built) in Victoria.
All that Tesla is doing is building & installing a 400MW battery for and to be operated by Neoen.
It will consist of approx 130odd 3MW Tesla battery modules that are no doubt fabricated in an offshore Tesla Gigafactory (prob USA).
Zilch manufacturing here .... just sparkies wiring the container sized modules together, testing and flicking the "on" switch.
