Not exactly sure what you're getting at here. They're not going to announce specific funding deals in a general legal act. Everyone knows there wont't be a rerate until Vulcan actually announces a deal has been struck for funding and no one was expecting that to come as of yet. So bit of a nothing comment from you and can't see how its "disappointing" as you say.
But the discussions are clearly in the works and tbh its clear as day that these acts were pretty much written for Vulcan lol
