I think a thing you need to factor in is how hard it is to develop anything in a "developed " country. Look at how impossible fracking became in England over a series of minor earth tremors. You had Conservative MP's denouncing their own party for even considering fracking. Regulation is a nightmare in the USA. Rio couldn't even get a mine up in Serbia. The anti development lobby is very active in "developed" countries.
