Another few days old article from same journal with a different writer with glowing remarks..
I remember there is a post by someone here who he claimed that he is familiar with processes similar to EIB deal with vulcan and posted here his knowledge of the process. If my memory correct there he said initial stage is the hardest to pass through and second stage is up to policy makers to decide. So read the following keep that in mind as the writer seems very confident of this EIB financial for VUL though officially it just passed only the preliminary stage..
