I am UK based and use II (Interactive Investor) for my Sipp and ISA's. Through them I can trade Vulcan on the ASX, any US listed company etc....it's normal functionality for II so suggest you send them a message and ask why. For USA trading you need to sign an additional form, I can't recall for the ASX but I currently hold 3 ASX stocks.....zero issues.
