Undoubtedly this is positive - I wouldn't read too much into it though. I don't think that he visited the company's premises, but from the tweet it looks like Vulcan representatives spoke to him at an event that his Social Democratic Party held in Karlsruhe (nearest larger city to Vulcan's phase 1 site and location of Vulcan's German offices).
