Maybe they are thinking about how to extand the mining boom in WA. Easist way i can see is to ban uranium for now and then in 20 years or so let it start. Its not likely to lose much in value during that period and will provide a fillip if required to the mining sector.
Whether that is in the states best interest i've little idea.
