Regardles of whatever ethnics or skin colour the offender belongs to, he or she should be punished accordingly. The trouble with this country is that there is no capital punishment. Capital punishment should be quickly introduced to deter any horrendous crime.In some parts of the Middle East, rapists will be castrated in public place.
