    I think you'll find there are plans in place to lift the ban. However the plans indicate that all action items will take time to implement. So, basically, the government has a plan to do some planning.

    I'd suggest this will be a long process (I'm conjuring up images of Utopia TV), and the implementation plan indicates that it will be at least the end of 2020 before we know more!
