I think the move was a masterstoke by Quickstep. The $10m was a sweetener. Now closer to airport if they need to fly parts out, and closer to the US for shipping, meaning quicker turnaround for parts, and also cheaper freighting if by ship.
I reckon quickstep directors are laughing all the way to the bank, while watching the political storm being waged!
