I just had a thought: wasn't one of the reasons given for the delay in releasing this report that they had to conduct financial modelling to test claims about how the relaxation of the export ban might affect the availability of capital?
Was this even done?
In the end, the report's analysis boils down to a series of he-said, she-said points (i.e. the producers says this, Domgas say that) without any rigorous analysis of the underlying claims.
