No RedRooster. You have it all wrong. It is not about money - unless you are talking about the money which will (eventually) flow to the politicians making the decisions. Think pig farms, for example.
It is all about politics and which decision will give the current ruling politicians the most votes in the next elections. Stuff the country and future elections - beyond the next. Fixing up a stuffed up country and winning future elections are problems which can be kicked down the road.
