For 'leaning towards' no exports read 'it ain't gunna happen'. That's the way pollies work - tease out a line to test the waters; if there seems no political downside, then make the actual announcement.
I feel the market has already stripped out any 'export premium' along with all other of our potential upsides. I certainly hope so - wouldn't want to see the price go even lower.
