So not on any basis at all . . . just your subjective take on things . . . which is fine (and I certainly don't argue against the proposition that billionaires do tend to ultimately get their way on balance), however the wording of your initial comment suggests you are reacting to some form evidentiary base rather than just expressing an opinion.
The fact remains that at present we still don't know exactly what is going to be announced in this space - just have to wait and see what the actual outcome is.
